1. 1. that fuse powers pcm fuel heater and some other things. when the fuse blows the pcm shuts down. causing it to not run. usually its the heater that is bad. it is located at the back driver side by the fuel pump. you can unplug it and see if it starts. if so you will need to replace the heater.
The fuel cut off is electronically controlled through the engine management, there is a CAN link between the fuel injection pump and PCM if the engine is a TDDi. If the engine is a TDCi then the fuel is cut off by the engine management by shutting the IMV on the fuel pump and stopping the injectors from switching so not injecting any fuel.

Passenger side footwell, left hand side trim in front of the passenger door & under dash / glovebox area is a small hole ( its a bit hidden but it is there ) in the trim, fuel cut off switch is behind there, stick your finger in through the hole to reach / reset it.

If you do not see or smell fuel, push the red reset button on the fuel pump shut-off switch down; 4. Attempt to start the vehicle. If the vehicle starts, let it run for a few seconds, then turn the key to the LOCK position; Look inside the opening and you will find a red button. Push in to reset. This is called the inertia switch. Which was designed to cut off your gas source to your vehicle in a collision. If you do not find it there refer to your owners manual. Once it starts , if it cuts out again easily replace the switch.

This is first and foremost for your own safety. Fuel pump seems ok, no filings in past fuel filters and all fuel pressures reading ok on crank, tick over and higher revs. I have attached screenshots of graphs using ForScan showing Fuel Pressure, RPM, Speed, No of Diagnostic Codes (P0251 then P1121) and throttle voltage.
